Saint Petersburg is one of the RF leaders in STC development: statistics, sectors, and state support tools

Saint Petersburg is steadily consolidating its status as one of Russia's leading technological centers, ranking second in the number of small technology companies (STCs) in the country. The total number of STCs registered in the city is 570 companies. Currently, the total revenue of St. Petersburg STCs is estimated at over 110 billion rubles.
“Small technology companies are the foundation of the country's technological sovereignty and a driver of urban economic growth,” emphasized Alexander Sitov, Chairman of the Committee for Industrial Policy, Innovation, and Trade of Saint Petersburg. “St. Petersburg demonstrates higher economic efficiency for each individual small enterprise in the technology sector than the national average. Average revenue per company in the Northern Capital reaches over 193 million rubles, which is 5% higher than the Russian average. These companies create high-tech jobs, implement innovations in key sectors, and allow the city and country to depend less on external supplies. Supporting STCs is an investment in the future. We will continue to create a full-fledged support ecosystem: from scientific laboratories to industrial sites. We will pay special attention to the development of cooperation between universities, research institutes, and business — so that innovative developments turn into finished products and enter the market faster.”
In St. Petersburg, the sectoral structure of STCs demonstrates a high concentration in telecommunications and the Internet, where 125 companies operate, accounting for 22% of the city's total number of small enterprises in the technology sector. Industry accounts for 79 companies (14%), healthcare — 32 companies (6%), and research and engineering design — 17 companies (3%).

Small companies in Saint Petersburg show a clear priority for digital and science-intensive areas in technological solutions.

  • Artificial intelligence — 128 products (17%);
  • Big data processing and storage — 99 (13%);
  • Intelligent control systems — 73 (10%);
  • Engineering complexes — 69 (9%);
  • Physicochemical methods — 52 (7%).


The infrastructure for state support of STCs in Saint Petersburg includes both federal and regional instruments.

Since the beginning of 2026, small technology companies in Saint Petersburg's industrial sector have attracted approximately 600 million rubles in concessional financing under a special program by the Ministry of Economic Development of Russia and the SME Corporation.

At the regional level, STCs registered in Saint Petersburg benefit from a zero percent corporate income tax rate for a period of 5 years, as well as an investment tax credit.

As part of the technology company "scale-up" program involving the Saint Petersburg Technopark, the Center for Support of Engineering and Innovation (CSEI) awarded grants totaling 1.997 billion rubles to St. Petersburg STCs last year, enabling them to refine products to meet the requirements of large corporate customers. In total, nearly 4 billion rubles in financing was attracted with the participation of regional infrastructure.

Infrastructure development and new initiatives

  • infrastructure is expanding: more than 25 technoparks and industrial parks are in operation,
  • at least 30 will be functioning by 2030;
  • the area of the Saint Petersburg Technopark has been expanded 2.5 times — this will allow for the placement of existing equipment and the purchase of new units;
  • a piloting program is being launched: entrepreneurs will be able to test their solutions at city sites with the support of large companies;
  • a pilot project for the export of UAS is being developed.


Saint Petersburg is creating an ecosystem where innovations are transformed into real products that strengthen Russia's technological sovereignty and improve the quality of life for city residents.
