The Saint Petersburg State Budgetary Institution "Center for Quality Control of Goods (Products), Works and Services" was established by Order of the Mayor of Saint Petersburg dated July 1, 1992, No. 614-r "On the Creation of a Center for Quality Control of Food and Cosmetic Products" and in accordance with Article 42.1 of the Federal Law "On Protection of Consumer Rights."
The Quality Control Center implements state policy to ensure product quality and safety, including the identification and prevention of low-quality goods, works, and services that are dangerous to the life and health of consumers and the environment from entering the consumer market.
The Quality Control Center contributes to strengthening the economy of Saint Petersburg, creating a beneficial competitive environment, and improving the quality of Russian goods and services.

- receiving complaints (applications) from citizens regarding low-quality goods and services
- management of state markets "Khasansky", "Grazhdansky" and "Kuznechny"

- organization of the Christmas Fair
- Center for Certification, Standardization and Testing (CCST)
