The Unified Register of Russian Programs for Electronic Computing Machines and Databases (also abbreviated as the "Unified Register of Russian Software") is a public electronic accounting system for software officially recognized as originating from the Russian Federation, primarily for use by government agencies.
The creation of the Russian software register is established by federal law to expand the use of IT products in Russian government authorities and to provide state support measures to software copyright holders. Additional goals include ensuring the information security of government bodies and import substitution. Federal Law No. 149-FZ "On Information, Information Technologies, and Information Protection" was signed by President Vladimir Putin in June 2015. The Ministry of Digital Development, Communications and Mass Media of the Russian Federation is responsible for maintaining the register.
The rules for forming the register were approved by Government Decree No. 1236 dated November 16, 2015, which introduced a restriction for state customers on purchasing software not included in the register, effective January 1, 2016.
