The status of a Small Technology Company (STC) is determined in accordance with Federal Law No. 478-FZ dated 04.08.2023 "On the Development of Technology Companies in the Russian Federation," establishing the foundations of a "registry-based" model for providing state support. A company's presence in the STC Registry simplifies "access" to support measures without additional document collection or verification.

Technology companies are included in the STC Registry if they:
- Have passed an independent expert evaluation at "trusted" expertise centers (Skolkovo Foundation, Innovation Assistance Fund, Center for Engineering and Innovation Support, ANO NTI Platform) and received a positive expert opinion (subject to meeting basic criteria)
- Are included in the Unified Register of Final Recipients of State Support for Innovation Activities and have received state support for innovation activities in the form of tax, fee, or customs payment benefits (the right to use such benefits) and/or in the form of financial security (in terms of subsidies, grants, credits, loans, and equity contributions) no earlier than 3 years ago (subject to meeting basic criteria)
The basic criteria are:
- Compliance with OKVED codes, the list of which is approved by the Government of the Russian Federation
- Compliance with revenue limits (no more than 4 billion rubles for the preceding calendar year)
