Russian President Vladimir Putin held a meeting on the development of autonomous and unmanned systems in Russia and issued instructions following its results

The meeting on the development of unmanned transport systems demonstrated the importance of transitioning to the mass adoption of drones. The President clearly outlined the priorities, emphasizing that the use of unmanned systems is a necessity, not a passing trend.

The UAS RPC of the Saint Petersburg Technopark, as the regional center for unmanned systems and one of the key platforms for developing unmanned aviation technologies in Russia, is actively working in all priority areas related to UAS identified by the President.
“It is fundamentally important that our domestic engineers set the tasks and write the algorithms for drones,” the President noted.

The UAS RPC of the Technopark brings together developers and manufacturers of unmanned vehicles, their components, structural elements, materials, electronics, and software for unmanned systems — currently totaling 71 residents. The high-tech infrastructure of the Technopark allows UAS RPC residents to work on prototypes and small production batches directly within the Technopark's engineering centers, utilizing the most advanced technologies and equipment. A major advantage for scaling projects and increasing production localization is the cooperation chains among residents — the interaction of companies to solve their tasks more effectively.
The Technopark is a provider of federal and regional support measures for resident projects. Over a year and a half (from July 2024 to December 2025), 1 billion 800 million in federal funds were attracted to the UAS sector — from the NTI, CPIC, and ATR funds.
According to V. Putin, it is unacceptable to place barriers in the way of technological development; it is necessary to work on improving the legal framework for the rapid development of the industry, removing legal restrictions, and accelerating the certification of new devices.

The Technopark actively participates in the development of regulatory documents for the unmanned sector; in particular, it initiated an expansion of the list of organizations eligible for test flight permits. The proposals were incorporated into the amendments made in December 2025 to the Decree of the Governor of Saint Petersburg dated 14.01.2025 No. 2-pg "On measures to implement the Decree of the President of the Russian Federation dated 19.01.2022 No. 757." This step will help improve Saint Petersburg's position in the regional dronification rating formed by the Ministry of Industry and Trade of Russia: the accessibility of services using UAS will increase, as will the ability to test application scenarios in the urban environment. Specifically, UAS developers and operators conduct flight tests at the Technopark airfield "Bychye Pole" (Kronstadt).
Within the framework of the signed Agreement on information cooperation in the field of unmanned aerial systems application with the State Administrative and Technical Inspection, UAS are used in the implementation of control and supervisory activities in Saint Petersburg.

The popularization of unmanned technologies and the training of qualified personnel is also a critical task outlined by the President of Russia. The Technopark takes a systematic approach to its solution. Organizing competitions such as “Cyberdrome.Start” provides a significant contribution to industry development and vocational guidance: it stimulates the interest of primary school students and teenagers in the engineering and sporting components of the UAS industry, contributes to improving the level of personnel training, and strengthens the country's position in the global high-tech market. Cadets of military schools practice drone piloting skills on simulators developed by residents of the Technopark's UAS Research and Production Center.
The synergy of opportunities provided by the Saint Petersburg Technopark to developers and operators of unmanned systems allows the region to increase scientific and technological competencies, production capabilities, and human resource potential to solve the tasks set by President V. Putin.
